Illustrative calculations indicate that we are seeing a falling incidence of poverty globally over the last 30 years. This is mainly due to lower absolute poverty counts in the developing world. While fewer people are poor by the global absolute standard, more are poor by the country-specific relative standard. The vast bulk of poverty, both absolute and relative, is now found in the developing world.

The evidence strongly suggests that export growth and incoming foreign investment have reduced poverty everywhere from Mexico to India to Poland. Yet at the same time currency crises can cripple the poor. In Indonesia, poverty rates increased by at least 50 percent after the 1997 currency crisis in that country, and the poor in Mexico have yet to recover from the pummeling of the peso in 1995.

Within the social rights space, the circumstances in Mexico are as follows: the highest incidence due to social deprivations in the population was in the access to social security indicator which amounted to 60.7 percent; in the access to health services it was 31.8 percent; with deprivation regarding access to food, 24.9 percent; with deprivation regarding basic services in the dwelling, 23.0 percent; with an educational gap, 20.6 percent and, finally, with deprivation regarding the quality and spaces of the dwelling, 15.2 percent at national level.
